The Situation

A commodity-services conversation that did not match the buyer's actual obligation.

A California-based health plan was evaluating a $200,000 commodity-services engagement to address what the procurement RFP framed as a transactional vendor need. The buyer had written the requirement to fit a budget category. The vendor list was set. The competitive evaluation was ordinary.

Jozu's Founder read the RFP and recognized a different shape. The plan's actual operational obligation, driven by regulatory continuity-of-care requirements and member-experience commitments to its insured population, was structurally larger than the RFP described. The plan was buying for the budget line. The plan needed something else.

The Mechanic

The buyer's procurement and operations leaders observed the artifact discipline before any reframe was offered. By the fourth meeting, when the reframe was proposed, from a $200,000 commodity engagement to a continuity-of-care platform commitment that solved the regulatory and member-experience obligation, the buyer trusted the read.
